Surging Will is a special buff awarded to characters who participate in the Infinite Trial (also known as Infinite Ordeal).
It is awarded after participating in the Infinite Ordeal dungeon, which takes place in Bloody Ice. The dungeon can be entered at coordinates X:68, Y:21 by using a Scroll of Ordeal. You must be level 200 or higher, and the dungeon is only available for solo play. You do not need to clear the whole dungeon to receive the buff.
